24 February
Nationwide strike - a high point of working class fight back
The tremendously
successful nationwide strike of 24 February was a magnificent
struggle of the working class to defend its trade union and
rights. This comes at a time when these rights are under severe
attack. The employees and workers responded enormously to the
All India strike to re-assert Right to Strike making it an
unprecedented success.
The strike was called by
All India State Govt. Employees’ Federation, Confederation of
Central Govt. Employees, different Central trade unions,
Federations of Banking and Insurance sector unions and other
public sector unions, teachers’ unions and other organizations
in the background of the massive victimization of the employees
and teachers in Tamilnadu in July 2003 and the subsequent
Supreme Court’s ruling against strike on 6 August, 2003. The
most remarkable aspect of this strike action was that this was
not just for any economic demand but to defend the democratic
and trade union rights of the workers
¾ the Right to Strike. This is
also a manifestation of the growing resentment against the
anti-people policies of the Union government.
Participation in the
strike has been massive all over India surpassing all past
records. Activities in government offices, PSUs, banks,
insurance other industrial and service sectors came to a
standstill. Not less than 8 million state employees, state PSU
employees, Zilla Parishad, Panchayet employees and Teachers
joined this strike at the call of All India State Government
Employees’ Federation. About 3 million Central employees,
Civilian Defence and Defence Production employees, State
Electricity Board employees and Financial sector employees also
were on strike besides several million other Public Sector and
Private Sector workers. In the central government sector,
overwhelming section of employees in the telecom, postal
departments, AG office, Income Tax and audit offices joined the
strike in a big way throughout the country. About 80% of the
defence sector employees working in ordinance factories and
depots joined the strike. The strike was total in the entire
financial sector as banks (including Reserve Bank of India -
notwithstanding the threats from authorites) and insurance
sector joined the strike. The total strikers in the country
reached about 50 million mark. This was the biggest ever strike
of the workers in the last 50 years. Employees and workers
staged demonstrations and organised massive rallies throughout
the country from Kashmir to Andamans Islands in the bay of
Bengal. This strike action was precceded by nationwide campaign
conducted by the convening central trade unions and federations.
Strike Notice Day was also observed through huge rallies across
the country. Through the strike the government employees gave a
befitting reply to anti-strike ruling by Supreme Court. It is a
new benchmark of emerging unity and growing level of
consciousness of the employees notwithstanding the fact that in
several places they had to brave government warning, police
action, baton charge and arrests.
Several central trade
unions like the CITU, AITUC, AICCTU, TUCC, UTUC and UTUC-LS
joined the strike. Even though INTUC and BMS leadership stayed
away from the strike, many of their rank and file joined the
strike in a big way. The State-level INTUC leadership in the
Andamans along with their affiliates joined the daylong dharna
of the striking workers and employees in Port Blair. Workers and
employees in coalmines, Oil Installations, steel plants, Public
Sector Units, plantations and brick-kilns also joined the strike
in numbers across the country. Anganwadi workers also joined the
strike in several places. Several farmers, students, youth,
women and other mass organizations also supported the strike.
Port and dock operations in Kolkata, Haldia, Cochin, Gujarat,
Paradip, Tuticorin and Mumbai ports were also affected.
Many international
organizations including the World Federation of Trade Unions,
PAME-All Workers Militant Front of Greece and NEHAWU of South
Africa have sent solidarity messages in support of the strike. |
