THE ORGANIZING COMISSION OF THE CONGRESS, THE TRADE UNION INTERNATIONAL OF
PUBLIC & ALLIED EMPLOYEES – TUI-PUBLIC SERVICES, WORLD FEDERATION OF TRADE
UNIONS AND THE BRAZILIAN PUBLIC SERVICE EMPLOYEES TRADE UNIONS, THROUGH
THE CENTRAL DOS TRABALHADORES DO BRASIL – CTB (BRAZILIAN WORKERS CENTRAL),
CENTRAL GERAL DOS TRABALHADORES DO BRASIL – CGTB (BRAZILIAN WORKERS
GENERAL CENTRAL), NOVA CENTRAL SINDICAL DE TRABALHADORES NCST (NEW WORKERS
TRADE UNION CENTRAL) AND THE CONFEDERAÇÃO DOS SERVIDORES PÚBLICOS DO
BRASIL – CSPB (PUBLIC EMPLOYEES BRAZILIAN CONFEDERATION convoke all the
affiliated FRATERNAL organizations to participate in the magnanimous event
of the employees of trade unions, associations and movements of public
service sector – the International congress of Trade Union International
of public service employees, that will take place on June 28th and 29th
2009 in Brasília Brazil.
The hosts of the congress are the trade unions integrating the Brazilian
Confederation of Public Employees (CSPB) and the associations Workers
Central (CTB), Brazilian General Central of Workers (CGTB) and the New
Trade Union of Workers (NCST), expecting a congress extensive and
harmonic, in accordance with the class principles.
General Portrait Of Public Sector
Constituted by the public administration, state organisms and correlates,
states, districts and other similar areas, composed by the governments and
authorities that play the role of employers and at the other side, the
employees of several levels, working according to their function or
expertise, the public sector represents a big contingent of workers in
each country
Because of their number, they have been an important and strategic force.
Over there, a good public administration and the quality of the public
services depend on their capacity and service quality and mostly, their
efficacy, in order to allow access to the most important public resources
for the poorer classes – as an objective of importance.
Nowadays, the sector faces a very hard situation. It crosses also an
identity crisis, because of the growing of the neoliberal policies that
have, among its objectives to reduce the States roles to its minimum
expression and consequently, to the disappearance of the public function
and of important public organisms; suffer the consequences not only the
workers, but the most destitute population, since almost all the services
are affected, e.g. in the areas of safety, education, social insurance,
infrastructure, etc.
Face with deep crisis of the capitalism, the perspective for the public
sector get problematic. States investments suffer considerable reduction,
although there is no shortage in resources for payment of interest and
services of countries’ debt for the financial speculation of international
banks.
This situation may even change the concept of public services. With the
new modality imposed by the market, the public services are replaced by
private companies, with very bad results and the workers are subjected to
precarious working conditions because of the third part hiring and other
forms of subcontracts, with no labor rights and even no right of
participation in a trade union, although being working for public
institutions. That makes necessary to start discussions to reformulate the
concept of public service, placing the mark and the ambit in witch the TUI
should act in order to properly represent and defend more efficiently the
employees of the sector.
Actual Situation And Employees Class And International Trade Union
Movement
The congress of TUI Public Services takes place at a crucial moment for
the employees and trade unions, in a situation that aggravates still more
because of the financial crisis of big proportions, arising accurately in
the heart of the monster of the imperialism, since the end of last year.
Since the first decades of the XX century, the employee’s class had been
fighting and achieved important victims, much of them represented in the
covenant of the Work International Organization. Among the most important,
the covenant number 151, about the right of unionization, dealing and
other procedures to determine employment conditions and unionization
rights in the public administration, adopted on June 27th 1978 by the
General Conference of IWO; the covenant 98 that assure the right of
unionization and collective dealing to all the workers, approved on July,
1949 by the conference of IWO, in Geneva. These covenants were presented
and supported by the World Federation of Trade Unions (WTFU).
We won the most important successes and rights achieved by the working
class since the 60’s of XX century which influenced important happenings
in the world. Even with the consequences of Second World War, important
progressive forces organised important actions and hit the imperialist in
several continents. The sector of the employee’s class participated in
many of those actions with their respective trade unions.
The process of deterioration of workers life conditions got sharper during
the last decades of the XX century, with the imposition of the neoliberal
model in all the countries of the world.
The consequences have been sinister for the workers. The properties and
natural resources of the third world and of the ex-socialist countries
were dispossessed and given to transnational corporations by governments
servile to betrayers. The rights of the workers were annulled through the
called “deregulation” and the trade unions were sharply hit.
Because of the financial crisis, the workers situation got worse in the
entire world, including in developed countries. The big capital, the
mentors of the neoliberalism and the government servile to the model want
the workers pay the consequences of the crisis (according to them, till
the crisis continues); however they refuse to recognize that the crisis is
an isolated or transitory fact. The crisis is structural; the capitalist
system made deeper the social, economic, alimentary, energetic, ecologic
(etc) crisis and now, they present palliative measures that won’t solve
the big problems of the working class and the humanity.
Capitalism looks only for capital accumulation, more profit for the
corporations, destruction of ecology, more famine, poverty and misery,
more plundering and corruption in all the levels, more exploitation of the
employees with lower salaries and no social rights. That means: precarious
work with no rights, just in order to get more capital.
Today, there are proposals for changes in the labour / working conditions
and dealing of workers rights – to be truth – with the objective to annul
these rights. With threats of mass dismissal, the forces of the capital,
the economic powers and the incapable government of rich countries
implement policies of fascist nature, with the approval of laws to expel
immigrants, including usage of prison. The cruelty of the system has no
limits and it deceives itself and the others, the ones that preach
humanized capitalism.
Consequently, today more than never, it is necessary a fast and unitary
answer to the trade union movement, under the class’ principle, with
proposal of deep changes as alternatives for the neoliberal model, through
mobilization and combative actions on the streets and squares, in all the
corners of the planet, together with the people that fight for
transformation.
The congress of TUI – Public Services must restate the fight for the
nationalization of the strategic services, such as banks and financial
system, water, mail, telecommunication, energy, etc.
In this context, the public service trade unions must be very well
organized and fortified in their class consciousness. Only a trade union
movement well structured in its class principle can contribute to
organised struggles in respect of the rights of the workers and for the
deep changes that the actual situation requires
This congress will take place in a country which trade unions, social
unions and progressive political parties are the biggest protagonists of
giving the first step for the transformation that the workers and the
people of Latin America require. Changes that started in Cuba and now get
to Venezuela, Bolivia, Ecuador, Brazil, Paraguay, Nicaragua, El Salvador,
Uruguay, Argentina and other Latin American countries, with their
respective particularities. Even though, in other countries of the region,
big workers’ sectors and social progressive organizations fight against
neoliberal governments and so happens in other continents like Asia,
Africa and at the resistance of people of Iraq, Palestine, Afghanistan and
others for respect of their sovereignty.
The International Union Of Trade Unions And Similars – Tui Public
Services
The World Federation of trade Unions (FSM) was constituted in the congress
realized in Paris, on October 3rd 1945. The 2nd Worldwide congress of FSM,
which determined the different working modalities of the TUIs, was
realized in 1949, in Milan (Italy). Some time ago, the TUIs were converted
in international organizations, with their own characteristics of working
action, strengthening unity and solidarity among trade unions
organizations integrating each TUI, combined with the FSM.
Among the most important were created the TUI Metals, the TUI Building,
the TUI Energy, the TUI Transportation, the TUI Agriculture – Agrofeeding,
FISE and others.
Taking in consideration the importance of the Public Services Employees
Trade Unions, the FSM decide for the constitution of the TUI-Public
Services, founded on October 27th/29th, 1955, in Berlin (Germany)
(ex-Germany Democratic Republic -RDA). Its first name was TUI – Mail,
Telegraph, Phone and Radio Employees.
The actual name of TUI Public Services was adopted during the Congress
realized in Vienna (Austria), in 1955.
Since its foundation, the TUI Public Services realized several fighting
actions in defense of the workers and public services workers rights in
face of aggressive imperialist policies against people and workers, as
well as the fight for the peace among the nations
With the objective of strengthening the fighting actions of the TUIs,
important congresses were realized, such as the ones of 1968, in Moscow
(former Soviet Union); 1972 in Varsovia (Poland); 1977 in Prague
(Czechoslovakia – today Czech Republic); 1982 in Sophia (Bulgaria); 1988,
in Berlin (Germany); 1992 and 1998 in Calcutta (India); 2006 in Jonesburg
(South Africa). Since 1996 the TUI Public Services Headquarters is at
Calcutta India.
The TUI Public Services is part of the structure of Word Federation of
Trade Unions (FSM) and acts under its policies and coordination. That
means it acts according to classbased principles.
The TUI, during its journey faced steps of great advancements, but also
had to face hard stages, mainly when the socialist countries of European
East disappeared. The neoliberal policies got more aggressive, hitting
seriously the trade unions to annul the most important rights and
achievements of public services and other areas. The FSM suffered
consequences and in the same way as the other TUIs.
However, in the congress realized in Calcutta India, TUI Public Services
knew how to recover strength and assume the challenges of that hard step,
decided to reaffirm the fight against the dictatorship of the neoliberal
policies, for the defense of the worker class of public services sector
and for strengthening class conscience and solidarity among workers of the
world. This way, the contribution of Indian Trade Union of Public Services
was very important.
For these considerations and to analyze the worldwide situation of public
sector, as well as the alternative fights of the workers class, we convoke
the great affiliated and fraternal organizations to participate in this
great congress.
Rules And Themes Of The International Congress Of Public Services Trade
Unions
The International Congress of Public Services Trade Unions will happen on
June 28th and 29th, 2009 in Brasilia – Federal District Brazil, being
hosted by the Brazilian Confederation of the Public Services - CSPB.
The delegations which will confirm their participation in the congress,
the ones who will need visa for Brazil or communicate date and time of
arrival to Brazil must contact Congress secretary or the general
coordinator of the event, Brother SEBASTIÃO SOARES.
The companions who need diplomatic visa should send their data (complete
name, nationality, passport number, its issue date, expiration date)
through their delegation.
The following themes will be discussed during the event:
Public services situation in the world and in each country.
Situation of the public sector workers in the world and in each country.
Discussion and approval of fighting strategy and of the policy document,
presented to the congress for consideration, as well as the revision of
the TUI São Paulo statute.
Election of the TUI São Paulo Directive Committee.
Rules and procedures
The International Congress will develop according to the program prepared
by the local Organizer Commission
Each delegation Will have 8 (eight) minutes to present its intervention.
There will have simultaneous translation to Portuguese, Spanish, English
and French.
The sessions will be realized at BRASILIA-DF- FEDERAL CAPITAL OF BRASIL.
Delegates travel expenses will be covered by their organizations
The host organizations will cover expenses of the event infrastructure and
internal expenses of lodging, alimentation and transportation
Each affiliated or fraternal organization Will be represented by up to 2
(two) delegates.
In case that the organization assign more than two delegates, all their
expenses of each “extra” delegate will be paid by his/her respective
organization.
At the congress sections each delegation count on two votes.
The inscription tax value will be 50 euros per each delegate.
